Mahmood has a career spanning four decades in transport and highways. He began his career as Resident Engineer on a major road‑widening scheme in Wandsworth, before leading transport policy, highway maintenance, network management and parking services in four of London’s most prolific boroughs.

He led the landmark refurbishment of Exhibition Road in South Kensington—one of London’s most ambitious public‑realm projects and a blueprint for today’s Active Travel schemes. As bi-borough director, he was in the unique position of comparing two high performing London boroughs, adopting best practice and bringing efficiency savings.
